The High Explosives Factory (HEF), Khadki, Pune has released its Recruitment 2026 notification for the engagement of Supervisory Staff (Graduate Project Engineer – Chemical) and Skilled Worker (AOCP – Attendant Operator Chemical Plant) on a tenure/contract basis.

Eligibility Criteria
- A) Essential Qualification:
B.E./B.Tech in Chemical Engineering from a recognized institution.
Candidates should be Ex-Graduate Apprentices who have completed at least one year of training under the Apprenticeship Act, 1961 in the Chemical trade at Ordnance Factories under Munitions India Limited or in factories engaged in the manufacture of military ammunition and explosives.
Alternatively, individuals with a minimum of one year of training or work experience in factories involved in the production of military ammunition, explosives, or hazardous chemicals are eligible for engagement on a tenure basis as Graduate Project Engineers. - B) Eligibility Criteria:
Applicants must have at least one year of training or experience in factories dealing with ammunition, explosives, or hazardous chemicals and their handling.
Ex-Graduate Apprentices from the Chemical trade who have completed one year of apprenticeship in Ordnance Factories under MIL or similar ammunition/explosives manufacturing units are considered suitable due to their relevant skill set. - Skilled Worker (AOCP – Attendant Operator Chemical Plant)
A) Essential Qualification:
Matriculation (10th pass) along with NAC/NTC issued by NCTVT (now NCVT), obtained from a Government ITI or any institution affiliated with the Government.
Trade required: AOCP (Attendant Operator Chemical Plant).
Eligible feeder trades include IMCP, MMCP, LACP, PPO, Fitter General, Machinist, Turner, Sheet Metal Worker, Electrician, Electronic Mechanic, Boiler Attendant, Mechanic Industrial Electronics, and Refrigeration & Air Conditioning Mechanic.
B) Desirable Qualification:
Candidates having training or work experience in Ordnance Factories or similar establishments in the manufacture and handling of military explosives and ammunition will be preferred.

| For Supervisory Staff (Graduate Project Engineer): Selection will be based on marks obtained in B.E./B.Tech and performance in the Personal Interaction/Interview, in order of merit. Weightage will be given as: B.E./B.Tech marks – 85% and Personal Interaction/Interview – 15%. The cut-off percentage for shortlisting candidates for the interview will be decided by the authorities of the High Explosives Factory (HEF) based on the marks in the qualifying examination to ensure adequate competition. A merit list will be prepared based on the combined scores of academic marks and interview performance. Candidates scoring above the cut-off will be called for Document Verification in order of merit, limited to the number of vacancies (discipline/category-wise). Candidates who successfully clear document verification will be issued offers of engagement. For Skilled Worker (AOCP – CPW): Selection will be based on marks obtained in the NCVT examination and Trade/Practical Test, in order of merit. Weightage distribution will be: NCVT Exam – 80% and Trade/Practical Test – 20%. The cut-off for the Trade/Practical Test will be determined by HEF based on NCVT marks. A merit list will be prepared using the combined scores of NCVT and Trade/Practical Test. Preference will be given to candidates with AOCP trade certification (NCVT). Candidates from feeder trades will be considered only if sufficient AOCP candidates are not available. AOCP trade apprentices from government or private organizations will undergo mandatory one-month in-house training on safe handling of explosives, ammunition, safety procedures, and related guidelines. This will be followed by two months of on-the-job training before deployment. Upon successful completion of training, a certificate will be issued, which is recognized across all Munitions India Limited Group factories. Remuneration & Benefits Pay will be calculated at 1/30th of Basic Pay plus Dearness Allowance for an 8-hour working day. Industrial Dearness Allowance (IDA) will be applicable as per norms. House Rent Allowance will be provided based on city classification if company accommodation is not available, with priority given to company quarters where possible. Leave entitlement is 30 days per year (2.5 days per month), which can be accumulated up to 30 days and encashed after one year of service. Employees will be eligible for EPF and benefits under the Employees’ Compensation Act as per government rules. Bonus will be provided as applicable under the Payment of Bonus Act, 1965. Night Duty Allowance will be granted at par with regular employees when working night shifts due to operational requirements. Risk Allowance will also be provided as per applicable rules. Safety gear, protective equipment, and necessary kits will be provided according to company standards. Female employees will be eligible for maternity benefits as per the Maternity Benefit Act, 1961. Company accommodation may be provided where available, with applicable license fees deducted as per rules for regular employees. Not Eligible For: Promotions, overtime allowance, loans/advances, interest subsidies, medical facilities, contingency advances, school fee reimbursement, LTC/LTA benefits, study leave, sponsorship for higher studies, or any other benefits available to regular employees. |
| General Information |
| The engagement will be on a contract/tenure basis initially for one year, which may be extended for up to three additional years (maximum total tenure of four years), subject to annual renewal based on factory requirements and individual performance. The appointment will automatically cease upon completion of four years from the date of joining, without any further notice. The employment may be terminated by either party at any time during the tenure by providing one month’s notice, or by paying Basic Pay plus IDA in lieu of notice. There is no assurance of absorption into regular/permanent service or extension beyond the stipulated tenure. Performance will be reviewed every six months. In case of unsatisfactory performance, candidates will be issued a written warning to improve, and repeated poor evaluations may lead to termination of services. The engagement is on a full-time basis. Unauthorized absence (other than approved leave or company holidays) will result in proportionate deduction from consolidated emoluments. If a candidate wishes to resign, one month’s prior notice must be provided. Failure to do so will result in deduction of one month’s salary. Tenure-based personnel must comply with all company and factory rules, regulations, and guidelines related to assigned duties and conduct. Applicable taxes such as Income Tax, Service Tax, and Professional Tax will be levied as per prevailing laws, and these will be borne by the candidates themselves. |
